FAQ's related to Registration

Any Indian Individual, Sole Proprietorship Firm, Partnership Firm, Limited Liability Partnership, L&C, Public Limited Company or a Private Limited Company may apply for registration on HEWP.
Those contractors who are registered will be benefitted with exemption of Earnest Money Deposit (EMD) while applying for any tender. They will have to submit the Registration Certificate downloaded from HEWP. Unregistered contractor can also participate in tender, but they will not get the EMD exemption benefit. The Contractor who is not registered as contractor with Haryana Government, shall furnish, as part of his Bid, an EMD for the amount as specified in a particular work.
Yes, every contractor who intends to apply for any tender in Haryana has to create an account on HEWP. There is no fee for creating login account on HEWP by the contractors. Unregistered contractor can also participate in tender, but they will not get the EMD exemption benefit.
Registration of a contractor shall be done for a period of 5 (Five) years. However, contractor is eligible to apply for renewal of registration for a further period of Five years, for which contractor may apply three months before the expiry of the registration.
There are four type of classes for the Contractors to register themselves. The details on these classes can be read in “Registration Rules - 2021” which can be downloaded from the download section on HEWP.
Yes. A contractor registered in lower class category can also apply for tenders of higher class. However, in this case the contractor is liable to pay EMD as applicable to not registered contractor.
Yes, contractual agency can apply any time for upgrade of class previously registered subject to meeting all eligibility criteria and conditions.
The one-time refundable deposit for registration will be paid Online only on HEWP. However, the refundable deposit will be paid after the application is scrutinized/verified and found as eligible for registration by Competent authority.
Haryana Udhyam Memorandum (HUM) is an initiative of Government of Haryana (GoH) developed under a collaboration of Department of Industries & Commerce and Department of Labor & Employment. The HUM portal has been developed with an objective of creating a Database of all the employees engaged in enterprises in Haryana. Along with data of employees, it will also have the basic details of the enterprise. The portal would cover the entire universe of enterprises working in Haryana, irrespective of the size or type.
HUM is mandatory to be provided by those enterprises who are based/working in Haryana.
Yes. Upon scrutinizing/verification of the application, the contractor will get an SMS if he is eligible for registration, thereafter the contractor need to deposit the refundable deposit online on HEWP.
After login from left side menu click on Contractor Registration link click on Pay Refundable Deposit Link Click on Pay Refundable Deposit button to pay fees.
After login from left side menu click on Contractor Registration link click on Apply For New Registration Link full application open in edit mode after edit the application go to upload Documents Tab (Second Last Tab) scroll Down one remarks textbox come enter remarks in it and click on Re-Submit after resolve objection Button after clicking on this button application will again freezed.
Login as Employee (only Circle has power to create committee For Circle and Division level)
(SE LOGIN) From left side Menu Click on Contractor Registration link click on Create Committee Link Create Committee Page will open.
  • Step 1:- Select Committee Level Dropdown (Create Committee for Division/ Circle level)
  • Step 2:- Select Division name from Division Dropdown in case of division level committee.
  • Step 3:- select Class Dropdown for class 4 or class 3
  • Step 4:- Select Role dropdown (Member Secretary/ Chairman/ Member) exactly one only.
  • Step 5:- Select Officer Name in dropdown.
  • Step 6:- Enter Office Order No. and Office Order Date.
  • Step 7:- Click on ADD Officer Button one by one changing repeating the step 4 and 5 only . All added Officers show in below Grid table (Also have option to delete or edit the committee member)
After completing the above steps click on Freeze Committee Button to Freeze the committee.

The contractor may submit a self-declaration certificate to this effect that he does not have the ITRs of last three years. He must mention his PAN No. in the declaration certificate. It will be the sole responsibility of contractor, in case the certificate is found to be wrong at any stage, the registration will be cancelled and deposit will be forfeited.
Creation of contractor ID on Haryana Engineering Works (HEW) Portal is mandatory for participation in any tender in Haryana Government Department, Board, and Corporation. Registration of contractors is being done for giving benefit of Earnest Money Deposit (EMD) exemption to qualified contractors (satisfying the criteria of 70% as their min. performance score) for tenders processed through HEWP.
Contractor may visit the website of concerned department for enlistment application.
Any punitive action against contractor will downgrade the scoring performance. Adverse action may lead to suspension, debarring, blacklisting etc.
Registration Rules may be referred to see the complete list of documents required to be uploaded. Further, new Contractors without prior experience may register in Class-IV (i.e. below 1 Cr.).
Yes, any Contractor can create contractor ID on Haryana Engineering Works Portal (HEWP) and may apply for registration. Furthermore, the works executed by the Contractor outside the State of Haryana will be verified by concerned nodal Executive Engineer of PHED/ IWRD/ PWD (B&R) for processing of registration application.

Once application has been duly submitted, thereafter an SMS will be sent to recipient Executive Engineer.
Yes, the application of contractor will be returned back to Contractor with observations.
Yes, the application of contractor will be returned back to Contractor with observations. Moreover, punitive action will be taken, if false information is submitted.
Nodal Executive Engineer is competent to decide the applications received for registration of Class-IV contractors.
An individual, as partner of any agency cannot register on HEWP as partner in any other agency.

FAQ's related to e-Tendering

The technical evaluation will be carried out as per condition mentioned in DNIT.
Yes, custom condition for a particular Bid can be added as an additional condition in CBD (Common Bid Document).
Yes, Common Bid Document (CBD) is available on Haryana Engineering works (HEWP) Portal for work more than Rs. 1.0 Crore. However, departments may upload custom Bid document for works less than Rs. 1.0 Crore.

FAQ's related to e-Estimate

New items have been included on schedule rates in new HSR (2021). The provision for adding NS Items is available on the page of Add Items under e-Estimate module or while preparing Rough Cost Estimate or Detailed Estimate. It is also mandatory to stack NS items to its nearest HSR, so that these may be added to HSR in near future, if required. Further, all other necessary information is also required to be entered at the time of new entry of NS item which includes uploading of Analysis of Rates.
Recovery items can be added as NS Items while preparing e-Estimates, but it should be saved/added as negative (-).
Yes, Earth work calculations can be attached/ uploaded along with other documents in e-Estimates.
Rates of each & every item can be applied from the provision available on the page of Add Items. Further, any lead can also be added on HSR Items (if applicable) from the chapter no. 3 of carriage. However, Chapter Note and Item notes, wherever applicable can be applied.
For these types of ancillary structures, user can create separate Sub-Components as Master Estimate template in which items pertaining to each sub-component can be added. For example, Main Component as “Construction of Road from 0 to 2 KM” and sub-components as (i) Culvert (ii) Bridge (iii) Side drain (iv) retaining walls etc. can be created.
Provision for copying the previously prepared e-Estimate can be done by creating Sub-Components in Master Estimate. From Estimate - Master user will be able to copy any NS Item / sub-component/component / e-Estimate.
There is no provision to take DSR items, but NS items may be prepared.
Standard Chapter Notes or Item Notes available in HSR can only be added.
The Lump-sump contract can be preceded by creating a NS item. However, it is mandatory to upload the detailed Analysis of Rates for the same.
The e-Estimate is to be prepared only on the basis of HSR items and NS items.
For Supply items, the rate contract item rate can be added to calculate the item cost. For Labour component, the labour Rate of HSR can be used.
These are items to be recovered and estimate be prepare on HSR Rate.
All the dimensions are to be taken in metric units only.
Each and every village of Haryana has been added. Kindly search the same village in the adjacent block of the district. However, if any village still not appear, generate a ticket on HEWP for the same.
Yes, if the work for these different components (such as Civil and Mechanical) is to be carried out by single division, then the same division is to be selected.
Once estimate got passed, the quantities can be reduced in DNIT only after revised technical sanction by competent authority.
Provision is already made available to add Chapter Notes mentioned in HSR (2021). Additional notes if any can be added in CBD.

FAQ's related to General/Miscellaneous

Haryana Engineering Works Portal (HEWP) means an unified portal for contractors for engineering works. It has been developed with the objective to provide a ready list of suitable and competent contractors for the civil works. HEWP will be used extensively by the departments awarding civil works to the contractors such as Public Works Department, Irrigation Department, Public Health Engineering Department, Urban Local Bodies and Haryana Shahari Vikash Pradhikaran.
You may yourself raise a Ticket under Help & Support module provided in your login. Ensure to update Haryana HRMS module for respective office.
Yes, Exemption in fee can be given to L&C Society.
The offices may be assumed at par as Circles/ Divisions & Sub-Divisions as per their position/hierarchy. The office mapping is required to be done by Nodal Officer of concerned department.

FAQ's related to e-MB

Provision for tracking the progress (financial) of works in % age will be available.
JE(s) can make necessary changes with respect to the quantities. 100% of quantities will be checked by concerned JE.
Presently, system does not permit it. The payment will only be permitted after approval of revised technical sanction/ NIT by competent authority.
